First In First Out doesn't seem to work as intended

Summary / Zusammenfassung

Basically, vehicles are dispatched according to a First In First Out principle. The vehicle that returns first should also be the first to go back out. Unfortunately, this doesn’t work quite right here. From what I could determine, it doesn’t matter who returned first—instead, it depends on the disposition counter. The vehicle with the lowest number in the counter is suggested.

Expected Behavior / Erwartetes Verhalten

Vehicles are suggested alternately, regardless of the disposition counter. First In First Out!

Actual Behavior / Tatsächliches Verhalten

Vehicles with the lowest number in the disposition counter are suggested first.

Impact on Usage / Auswirkung auf die Nutzung

Minor: Small / cosmetic impact. / Kleiner / kosmetischer Einfluss.
Moderate: It disrupts some workflows. / Beeinträchtigt einige Arbeitsabläufe.
Critical: I can’t use the platform at all. / Die Plattform ist nicht nutzbar.

Note: If the disposition counter is the same for e.g. 2 vehicles at a station, it will not consider which vehicle returned first, but will instead suggest the vehicle with the smaller identifier, e.g. RTW 1 instead of RTW 2
