I noticed that there is a option for The Netherlands in the game but that the geo data is not imported yet. Also I noticed that without those data it is impossible to start a dutch dispatch center.
Via the following links you can find all open geodata that is provided by the dutch government, I hope this will help you with importing things to the game.
