In germany you can dispatch dedicated first responder cars, so that the time where an ambulance arrives, gets lowered. These units can give very basic first aid. In some german cities the fire department gets dispatched as first responder. Here a fire engine gets to the scene and starts treating the patient until an ambulance arrives.
In the game, if you give this attribute to a unit, they start treating the patient and the time to transportation gets reduced a little bit.
