Can anyone tell me how to fix this POI error when creating a dispatch center? I have met the needed requirements for the hospitals but keep getting this:

3External means, that your units can bring patients to the hospital, but the hospital isn’t in your area.
My dispatch center is located in the City of Düsseldorf, Germany. To make it usable I need to set up an hospital in another city, which is not part of my Dispatch Center, for example in Duisburg, Hilden, Neuss or even Cologne.
You have to create 5 hospitals, and atleast one has to have the total care option checked (all departments added) and one hospital has to be “external” but I have yet to figure out what “external” means.
